System vs. Component ESD Differences
System ESD testing follows the IEC 61000-4-2 specification which defines the standard finished system level ESD requirements.
Component ESD follows MIL-STD-883F method 3015.7 to analyze and IC chip against Human Body Model(HBM)and Machine Model(MM)for robustness to ESD events.
System level ESD and HBM test methods have a different purpose.
